The accident happened late Friday about two nautical miles offshore from the country's southern business hub Ho Chi Minh City, a rescue official stated.
"One body was recovered. We are searching for eight others but hope for their survival is slim," he said, declining to provide further details.
An American married couple were on board, the state-run Thanh Nien newspaper reported, adding the pair had been taken to a local hospital for treatment.
State media reports said the boat might have been heavily overloaded when it capsized.
The reports added that the search for the missing was ongoing, and an investigation into the cause of the disaster had been launched.
In northern Vietnam, tropical storm Jebi made landfall Saturday morning, causing heavy rain across the north of the country.
Authorities had evacuated thousands of people from flood-prone areas before the storm hit.
Flag carrier Vietnam Airlines on Saturday canceled 44 of its international and domestic flights.
Heavy rains have been reported in several northern provinces and cities including capital Hanoi.
Streets in the capital Hanoi have flooded, trees have fallen and traffic has been disrupted but there have been no reports of fatalities.
