Democrats in the US House of Representatives rejected a Republican measure to keep national parks open during a partial government shutdown which began Monday midnight.
An effort to restore funding to national parks, veterans care and the District of Columbia fell short on Tuesday evening, but Republicans plan to try again on Wednesday. They are likely to be defeated by the Democratic-controlled Senate.
The standoff has raised new concerns about Congress's ability to perform its most basic duties. An even bigger battle looms as Congress must raise the debt limit in coming weeks or risk a U.S. default that could roil global markets.

President Barack Obama accused Republicans of taking the government hostage in order to sabotage his signature health care law, the most ambitious US social program in five decades.
"They've shut down the government over an ideological crusade to deny affordable health insurance to millions of Americans," Obama said in the White House Rose Garden.
For their part, Republicans in the House view Obama’s Affordable Care Act, widely known as Obamacare, as a dangerous extension of government power and have coupled their efforts to undermine it with continued government funding. The Democratic-controlled Senate has repeatedly rejected those efforts.
Republicans Trying to Blackmail Obama over Healthcare
Talking about US’ first shutdown in 17 years, the Head of American and Arab Research Center in Washington, Doctor Monzer Sleiman considered that the Republicans were trying to blackmail Obama through paralyzing the state departments in a bid to force it to abandon healthcare and social security programs.
The current shutdown “affects the US economic reputation as well as the level of trust in the American economy,” Sleiman told al-Manar Website.
“The Republicans want to pass time in order to bargain with Obama and to show that they want to save the money of the Americans, while the Democrats are wasting money.”
Sleiman noted that the shutdown can’t be prolonged since there are 800,000 employees who are ordered home.
