The helicopter crash in Cley, north Norfolk, police said.
It is believed the drone is a HH-60 Pave Hawk military helicopter. The U.S. Air Force has a base in nearby RAF Lakenheath, Suffolk.
Norfolk police are quoted by local media as saying that they were dealing with a single helicopter crash in the Cley area, on the North Norfolk coast.
"There are believed to be four fatalities," the police said in a statement.
The Royal National Lifeboat Institution earlier revealed that it had been asked for three lifeboats to respond to reports that an aircraft may have ditched in the sea.
According to media reports, the U.S. Air Force had confirmed that one of its Pave-Hawk helicopters has crashed in England.
