In a seminar titled "Bahrain's Policy of Exclusion" held by Bahrain Human Rights Monitor in the building the Human Rights Council of the United Nations in Geneva, Rabi' said that exclusion leads to an oppression environment in which the state becomes based on monopolizing, adding that there are plenty of proofs of an official exclusion policy adopted by the government.

The government monopolizes TV channels and radio stations and excludes opposition members for political and religious purposes from participating in the national media, Rabi' noted.


Rabi' said that the government tortured bloggers, photographers and media figures such as Naziha Saiid.

"Exclusion is an act against equal citizenship which is one of the democracy elements and is mentioned in the Bahraini constitution in article 18," Rabi added.

According to Rabi', the sectarian aspect of exclusion lies in preventing Shias from being in political or economic authority in the country.

"Exclusion is a dangerous policy that prevents citizens from their political and constitutional rights, especially the right in democracy," Rabi' concluded.
