It has been closed since 2011.
The agreement has potentially headed off a Middle East arms race and may lead to improved relations with Iran, the Press Association quoted Fallon as saying.
“We would like to have normal relations with Iran again, we would like to reopen our embassy. We have no quarrel with the Iranian people,” he told BBC Radio 4.
