Zarif is visiting Madrid at the invitation of his Spanish counterpart Jose Manuel Garcia-Margallo.
He laid out a four-point plan to resolve the conflict in Yemen, reaffirming his opposition to Saudi-led air strikes against the Yemeni army and people. The trip to Spain aims at reviewing ways to expand bilateral cooperation.
At a joint news conference with his counterpart in Madrid, Zarif also proposed a ceasefire, humanitarian assistance, an intra-Yemeni dialogue, and a broad-based government to end the conflict.
The Spanish foreign minister had travelled to Iran last year which was the first of its kind since 2004.
Zarif is due to meet with a number of top Spanish officials today.
The Iranian foreign minister flew to Madrid after ending his two-day stay in Astana.
Following the Spanish visit, the top Iranian diplomat is planned to fly to Lisbon, Portugal.
In 16 October, Spain was elected to occupy a non-permanent seat on the United Nations Security Council for the 2015-2016 term. The country is chairing Iran Sanctions Committee.
