In a meeting in Ramallah, the PLO on Thursday effectively rejected a proposal by the European Union, the United States and Russia to resume suspended peace negotiations with the Zionist entity next month without preconditions.
The PLO executive committee noted the proposal but said that Israel must halt all settlement building in the occupied West Bank before they will restart talks, as President Mahmoud Abbas has insisted.
"The Palestinian leadership stresses clearly that it cannot accept holding negotiations that lack the minimum limits of responsibility and seriousness amid the continuation of settlements and stealing of land," said PLO official Yasser Abed Rabbo.

The Telegraph said PLO officials were predicting unanimous support for a motion intended to isolate the former prime minister to such an extent that his position would become untenable.
"We have been extremely unhappy and dissatisfied with Blair's performance since he became envoy, but particularly in the past few weeks," a senior Palestinian official told the London-based daily.
"There is no one within the Palestinian leadership that supports or likes or trusts Tony Blair, particularly because of the very damaging role he played during our UN bid," a second official was quoted as saying.
