"The failure of the Syria resolution is very regrettable. The UN Security Council has not lived up to its responsibility for peace and security in the world," said Foreign Minister Guido Westerwelle in a statement from Berlin.
"Germany will continue to push, both internationally and especially within the European Union, for a clear position and pressure on the Syrian regime," added the minister.

Russia and China Vetoed a European-drafted United Nations Security Council resolution condemning Syria for the so-called “crackdown on protesters”.
The resolution on Tuesday received nine votes in favor and four abstentions from Lebanon, Brazil, India and South Africa. Russia and China cast the only votes against the resolution.

With the cooperation of Britain, Germany and Portugal, France drafted the resolution which was aimed at condemning Syria and hinting that it could face sanctions if it continues its “crackdown”.

The text of the draft called for "targeted measures" if Syrian President Bashar al-Assad did not end the assault on demonstrators.
