Army spokespersons said the two men were “approaching the border” but were killed inside the Gaza Strip by either a barrage of at least 15 artillery shells or a small invasion force of Israeli tanks and aircraft, which came later. The Israeli military said the victims of the attack were armed. No Palestinian source has been able to comment on their identities or affiliations.
