Britain, France, Germany and Portugal -- EU powers on the UN Security Council -- strongly condemned new Israeli settlements in Palestinian territories Tuesday and called for strong government action to halt settler attacks.

The four European nations are "dismayed by these wholly negative developments," they said in a joint statement released after a UN Security Council meeting on the Middle East conflict.
