Officials said that Shaaban has flown to China and she would meet Foreign Minister Yang Jiechi later.
The ministry said it was part of its effort to implement the UN's six-point peace plan.
China has hindered for many times, along with Russia, a resolution that condemns President Assad’s regime at the United Nation Security Council.
China says it wants to promote a political solution between the Syrian government and opposition to end the fighting that lasted for 18 months.
